DENUNCIA DEL PARTIDO DE LA PAZ SOBRE LA SITUACIÓN DE LOS DERECHOS HUMANOS EN CEUTA

EL PARTIDO D LA PAZ lamenta las continuas violaciones de los derechos humanos constitucionales practicadas EN LA CIUDAD AUTONOMA DE CEUTA por algunos en la administración local y complicidad de algunas administraciones publicas con resultados discriminatorios de clara e evidente naturaleza.

La manipulación de las administraciones locales y estatales paralelas usando las amistades e influencias para favorecer o discriminar a los ciudadanos en general y los de origen Marroqui en particular son practica cuotidiana que pasa olimpicamente impune frente a un silencio estatal pasivo y cronico.

De esas practicas que llegan algunas a ser unas gravisimas violaciones de derechos humanos paralelas a las practicadas en Sud Africa en la época del Apartide y llevan ya décadas practicadas por las autoridades locales aprovechando del silencio nacional e internacional llegando a usar administraciones como la justicia,hacienda y fuerzas del orden como medios entre tantos para intimidar a la población en general e la de origen Marroqui en particular .

ese conjunto de practicas discriminatorias reportadas en una denuncia formulada por este partido ane la corte Europea de los derechos humanos en Estrasburgo

1- La prohibicion intencionad y consistente del uso oficial del Arabe como lingua co-oficial junto al castellano no obstante la composicion demografica de la ciudad que admite de forma oficial que la poblacion Musulmana de origen mayoritariamente Marroqui tiane como idioma nativo y historico el Arabe

aunque hay que subrayar que el indice demografico oficia es un indice trucado quel no refleja la realidad demografica porque hay miles de ciudadanos empadronados en la ciudad autonoma y que no viven en la misma de hecho hay casi 4000 familias Ceuti que viven de forma parcial o total en la localidad Gaditana de Algeciras y sus alrededores

Asi tambien hay que subrayar que el Árabe esta practicado en toda la costa sur del mediterraneo con extension geografica comprendida desde las fronteras de Ceuta hasta llegar alas las costas de India e es un idioma practicado en mas de 22 países y mas de 450 millones de habitantes a nivel del mundo Árabe y 1500 millones de personas a nivel mundial siendo el idioma oficial de las practicas religiosas en el mundo Islamico

así como el uso oficial del Árabe por las naciones unidas y sus organismos .

y mientras en Cataluña ,país Vasco,Galicia se permite el uso de los idiomas locales junto al Castellano y se prohibe el uso del Árabe como segundo idioma en Ceuta .

Así lo mismo en relación al uso del Árabe en Israel que esta permitido junto al Hebreo no obstante el conflicto y la tensión entre las dos partes en el pais.

Lo mismo se puede decir en relación al uso de otros 3 Idiomas junto al Ingles en Gibraltar

En Ceuta se prohibe oficialmente el uso de un simple letrero o señalizacion publica indicativa o orientativa en Árabe en una AUTENTICA VIOLACIÓN CON MAYÚSCULA DE LOS MAS BÁSICOS DE LOS DERECHOS HUMANOS GARANTIZADOS POR LA CARTA MAGNA DE LAS NACIONES UNIDAS Y LAS CONSTITUCIONES EUROPEA Y ESPAÑOLA.

2- LA SUSTITUCION DE LOS APELLIDOS DE LOS HABITANTES DE ORIGEN (MARROQUÍ) CON NUEVOS APELLIDOS TRAS LA LEY DE EXTRANJERÍA DEL 1986 TRAS EL CANJE DE LAS TARJETAS DE ESTADÍSTICA CON LOS DOCUMENTOS NACIONALES DE IDENTIDAD

SUSTITUIR LOS APELLIDOS HABITUALES DE ESOS CIUDADANOS CON EL NOMBRE DEL PADRE Y LO DEL ABUELO PATERNO MIENTRAS SE RESPETABAN LOS APELLIDOS DE TODOS LOS NATURALIZADOS COMO ESPAÑOLES EN EL RESTO EL TERRITORIO NACIONAL.

Esas violaciones no contestadas y no tratadas bajo escusas varias y pretextos mas bien de cara a la galeria o de puro uso politico-economico orientado a satesfacer intereses propios de algunos politicos que creen que el DESFILE DE LA HIPER RELIGIOSIDAD O EL HIPER NACIONALISMO es un instrumento de uso exclusivamente electoral o motivante para pedir mas ayudas y concesiones al gobierno central y esas violaciones practicadas por las autoridades locales con acompañadas con un silencio publico impuesto y silencio estatal de caracter pasivo no coinciden de ningún modo con los tratados internacionales sobre los derechos humanos.

EL SILENCIO popular e oficial a niveles muy elevados frente a estados crónicos de corrupción y violación documentados en muchas ocasiones de los derechos humanos .

En una tierra donde 47% de la población activa compuesta por funcionarios locales e estatales mayoritariamente cristianos (hay que subrayar el hecho de que la población cristiana al menos la primera generación tras la ley de extranjería del 1986 esta dotada con mas calificaciones y instrucciones de carácter académico preparativo pero eso no impide que muchos de los funcionarios locales en particular están designados a dedo por amiguismo o parentela) y esos temen la perdida del puesto en el caso de los interinos,sustituos o perder las ventajas fiscales de residencia y el plus de destino para los fijos que mantienen en su inmensa mayoría una lealtad manifestada en silencio global de consentimiento forzado.

Mientras la restante población no funcionaria mayoritariamrente de origen Marroquí que se dedicaba al comercio en sus dos formas legal e ilegal y esas dos formas del comercio se encuentran en profunda crisis económica de hecho el paro oficial declarado esta alrededor del 23% y el no oficial llega a los 40% de la población activa teniendo en cuenta que el elevado numero de personas con antecedentes por trafico ilegal de estupefacientes entre miembros muchas familias de origen Marroquí hace de su silencio intimidatorio un silencio garantizado basado en el temor de represalias judiciales por parte de la administración si alguien rompe el silencio impuesto o reclamar el mínimo de los derechos sin olvidar que las ayudas estatales o Europeas (FEDER) al desarrollo y al desempleo están en mano de la misma administración que viola esos derechos humanos lo que hace de cualquier denuncia contra esa administración un motivo para suspender o cancelar las ayudas destinadas a esas familias necesitadas con escusas prefabricadas como represalias.

ES DECIR UN SILENCIO EN CAMBIO DE MANTENER SUELDOS Y AYUDAS O SIMPLEMENTE PARA EVITAR REPRESALIAS JUDICIALES son el pan del día a día de la realidad en ambas ciudades autónomas aunque pueden variar las formas y formulas pero con resultados similares.

ABUSOS O ESCÁNDALOS QUE ESTÁN A LA ORDEN DEL DÍA como los ya conocidos como el escandalo de los acosos sexuales practicados por el ex presidente del partido popular en Ceuta PEDRO GORDILLO contra la ciudadana de origen Marroquí SINEB AHMED que fue Doblemente utilizada como objeto sexual por el ex presidente del partido popular y por sus alrededores para derrotar a este politicamente en un ajuste de cuentas interno

El apoderar del sistema económico de la ciudad de Ceuta con proyectos cuyo presupuestos millonarios superinflados mas que conocidos para la mayoría de la ciudadania de la ciudad que sufre en silencio el mayor fenómeno de FRAUDE ,PREVARICACION,Y ABUSO DE PODER con consecuencias graves de carácter económico para la mayoría de los ciudadanos que sufren el paro y la marginaron esperando ayudas en forma selectiva siempre que se manifiesta la lealtad a la administración local hasta llegar a puntos intolerables.

otro ejemplo de estas iregularidades y abusos escandelosos de los derechos humanos es el CIERRE DEL CENTRO DE RECONOCIMIENTO MEDICO CEMECO que es el mas antiguo de la ciudad autónoma en materia de expedición de certificados médicos para conductores con escusas prefabricadas en represalia indirecta contra su director medico suplente MURAD MURAD AGHA (medico Español de origen sirio)

impidiendo el cambio de titularidad del mismo e los intentos de abrir otro centro porque el citado medico y dentista MURAD MURAD AGHA denuncio ante el defensor del pueblo y la fiscalía anticorrupción la construccion ilegal de un edificio (AINARA) donde vive el mismo y carece dicha construccion de los criterios estándar de construccion con construcciones ilegales por encima del mismo edificio y todo eso en cambio de una nueva sede del partido Popular (actualmente en el poder en Ceuta)como regalo de la promotora al partido en cambio de la concesión e silencio de la ciudad frente las iregularidades de esa construccion ya reconocida por el mismo departamento de urbanismo de la misma.

El cierre del centro medico donde trabaja el denunciante como represalia intimidatoria dejando su familia y otras tres familias en el paro y sin recursos forma parte de una practica de intimidaciones contra el mismo que se añade a las perdidas continuas e intencionadas de las diligencias judiciales relacionados con la denuncia para evitar su curso legal no obstante las continuas denuncias de esos hechos ante el consejo general del poder judicial que no han servido para nada hasta la fecha.

Y LA HISTORIA NO TERMINA AQUI porque la cruzada continua contra el medico y dentista musulman continua esta vez al darle de baja en el colegio de dentistas de Ceuta argumentando tras 7 años de colegiacion en el mismo y 22 años de ejercicio en odontologia con titulacion Italiana alegando que la misma no tiene la homologacion oportuna en violacion directa de todos los acuerdos comunitarios e en particular la directiva 2005/36/EC sobre la libre circulacion de los profesionales comunitarios dentro del territorio Europeo comunitario y los articulos 9,10,11,13 del tratado Europeo sobre los derechos humanos.

DE HECHO SE CONVIERTE EL MEDICO Y DENTISTA MUSULMAN MURAD MURAD AGHA EN EL UNICO MEDICO Y ODONTOLOGO EN LA UNION EUROPEA QUE NO PUEDE TRABAJAR EN LA CIUDAD DE CEUTA NO POR FALTA DE TRABAJO SINO POR ESA CAMPAÑA que parece mas a las cruzadas de la inquisicion del siglo 15.

EL PARTIDO DE LA PAZ

Cree que el silencio intimidatorio impuesto contra la ciudadania de y el silencio y pasividad del gobierno central que lo convierte en parte en complice de estas violaciones son actos que han prejudicado a la Ciudad de Ceuta causando su deterioro cultural,civico,sanitario,politico y economico algo que se traduce en numeros e estadisticas que intentan algunos ocultar

el espectaculo politico y los intereses estrechos de algunas personalidades politicas y las formulas feudales,medievales y provinciales del tardo Franquismo o la inquisicion tardiva del siglo 15 aplicada en una Ciudad que se ha convertido en un fenomeno decadente y parasitario que se nutre de injusticia,frustracion discriminatoria que intentan algunos tapar con las famosas palabras hipnotizantes del pluralismo y la convivencia y en esta ultima palabra cabe destacar que unop de los galardonados con el premio de la convivencia de esta ciudad ha sido el Sr. Muhammad Yunus premio nobel por la paz por sus esfuerzos para compatir la pobreza en el mundo con el sistema de los micro creditos este galardonado musulman se le entrego el galardon en pleno mes de Ramadan justo al atardecer es decir a la hora de comer para los musulmanes en un clarisimo signo de ignorancia y desprecio hacia el y toda la comunidad musulmana de la ciudad sabiendo de antemano que esta comunidad no asistira la entrega del galardon al ser justo la hora de comer para los musulmanes que son realmente mas del 50% de la poblacion en esa ciudad.

la ciudad de Ceuta en su estado actual decadente y parasitorio actual no puede desarrollar y no puede ofrecer un futuro mejor para sus ciudadanos sin hacer CAMBIOS PROFUNDOS en la mentalidad social y politica basada sobre el silencio impuesto, falta de comunicacion,falta de transparencia,dialogo y sbbre todo los intereses propios personales de una franja de personajes estrecha que domina ea ciudad de forma feudal,mediaval,corrupta atraves de amiguismo,enchufismo que usa la el espectaculo del la pseudo-religiosidad reaccionaria y el pseudo-nacionalismo como medios de para subsistir.convertiend el resto de la ciudad a un fenomeno decadente y parasitario que basta compararlo con el desarrollo y prosperidad que hay en la ciudad de Gibraltar con administracion inglesa para apreciar la diferencia.

EL PARTIDO DE LA PAZ denunciando estos hechos ante la corte Europea de derechos humanos agradeze el interes manifestado por el presidente del gobierno Español por el Cierre del centro de reconocimiento medico CEMECO y el interes manifestado por telefono del gabinete del ilustrisimo presidente de la republica Italiana SR. GIORGIO NAPOLITANO por el caso de la violacion de los derechos comunitarios contra la titulacion Italiana de odontologia recordando que Italia es uno de los paises fundadores de la Union Europea (tratado de Roma 1956 ) y España un pais que se anexo a la misma en el 1986 es decir tras 30 años del tratado y una violacion de este tipo no pasara al ser ya incluida junto a los documpentos de interes en la denuncia ante la corte Europea de derechos humanos.

NOTA:esta denuncia se emite en Csatellano,Ingles,Arabe y se envia a los medios ,organos , organismos competentes naionales e internacionales y a quien le puede interesar asi que este partido emite este comunicado para la ciudad autonoma de Ceuta en Arabe junto al Castellano y eximiendo de toda responsabilidad de cualquier tipo de consecuencia,impacto o reaccion que puede tener la disfusion de las verdades sobre las violaciones de los derechos humanos practicadas contra la poblacion musulmana de esa ciudad en el mundo Arabe e Islamico verdades que ya no sepueden ocultar al pasar y desde muchos tiempo las lineas rojas de la tolerancia y la convivencia civil violando los derechos humanos basicos establecidos por la constitucion Española,Europea y la carta de los derechos humanos de la Organizacion de las Naciones Unidas.

شكوى حزب السلام الاسباني حول حقوق الانسان في مدينة سبتة

ان حزب السلام في اسبانيا ونظرا لتخطي انتهاكات حقوق الانسان في مدينة سبتة ضد المواطنين بشكل عام والمسلمين منهم المنحدرين من أصول مغربية يعلن رفعه لشكوى عاجلة ضد تلك الانتهاكات الى المحكمة الأوربية لحقوق الانسان في ستراسبورغ للتحقيق في انتهاكات قد بلغت حد المقارنة بسياسة التمييز العنصري المطبقة في جنوب افريقيا أيام حقبة التمييز العنصري أبارتهايد.

حيث يعرف المتابعون عن قرب لقضية الادارة الاسبانية لمدينة سبتة أن هناك تجاوزات وانتهاكات لحقوق الانسان جرت وتجري ومنذ وقت طويل ضد ساكنيها اجمالا والمسلمين منهم بشكل خاص وهي انتهاكات تجري بصمت مطبق ومطلق وممنهج تحت مرأى ومسمع الحكومة الاسبانية المركزية وان مايجري في سبتة هو نسخة مطابقة لمايجري في مليلية مع اختلافات بسيطة بين الحالين .

حقيقة أن نصف عدد سكان مدينة سبتة هم من أصول مغربية وبالتالي وبحسب أبسط القواعد الانسانية والبشرية والتشريعات القانونية الدولية والاوربية والاسبانية لهم الحق المطلق باستخدام لغتهم الأم بشكل رسمي وبعيد عن أي منع أو محدودية في هذه الحقوق.

منع اللغة العربية المطلق في مدينة سبتة مثلا يشكل سابقة خطيرة في مجال انتهاكات حقوق الانسان الأساسية ويحولها الى الحالة الوحيدة في بلد ديمقراطي عضو في الاتحاد الأوربي والأمم المتحدة ومن الموقعين على الميثاق العالمي لحقوق الانسان .

هي حالة تناقضية تقوم بالانتقاص من لغة يتحدثها ويستعملها كامل الساحل الجنوبي للبحر الأبيض المتوسط حيث تستخدم العربية كلغة رسمية بامتداد جغرافي متواصل من حدود مدينة سبتة وصولا الى شواطئ الهند شرقا .

وهو مايجعل من منع اللغة العربية في حدود 16كيلومترا مربعا التي تمثلها سبتة جغرافيا مجرد مهزلة وانتهاك خطير لأبسط حقوق الانسان في القرن الحادي والعشرين سيما وأن هناك مقاطعات في اسبانيا مثل كاتالونيا ومقاطعة اقليم الباسك وغاليثيا يسمح لها بشكل قانوني باستخدام لغاتها الرسمية بينما تمنع العربية وهي لغة دولية وذات استخدام رسمي في أكثر من 22 دولة وهي من الللغات الرسمية المستخدمة في تعاملات الأمم المتحدة العامة.

ادارة المدينة تمنع مجرد اللافتات بالعربية وتمنع فيها أية محاولة لاستخدام العربية بشكل رسمي بينما تسمح اسرائيل بالرغم من الصراع العربي الاسرائيلي باستخدام العربية كلغة رسمية الى جانب العبرية.

يضاف الى حالة منع اللغة العربية المزمنة في مدينة سبتة هناك انتهاك آخر تمثل في استبدال الألقاب والأسماء العائلية لسكانها من أصول عربية والذين تم تبديل القابهم عند منحهم للجنسية الاسبانية واستبدال وثائق الاحصاء الاسبانية أو الاقامات المؤقتة السابقة اثر قانون الأجانب المطبق نتيجة دخول اسبانيا في الاتحاد الأوربي عام 1986 بالبطاقات الوطنية الاسبانية حيث تم طمس أسماء عائلات وألقاب الأسر العربية عمدا واستبدالها باسم الأب والجد بدلا من اللقب العائلي في محاولة لطمس هويات ساكني المدينة وقطع علاقاتهم العائلية مع محيطهم العربي في المملكة المغربية .

حقيقة انتهاكات الادارة المحلية الاسبانية المنتمية الى حزب الشعب الاسباني لأبسط قوانين حقوق الانسان في المجالين اللغوي والبشري عبر طمس هويات المواطنين من أصل عربي عبر قوانين وطنية تحث ظاهرا على احترام حقوق الانسان بينما يتم تعطيلها وتمييعها محليا بين أدراج المحاكم والمؤسسات وتعطيل اي قانون يعطي هؤلاء المواطنين وهم نصف عدد سكان المدينة حقوقهم الحقيقية في استخدام لغتهم الأم وحمل أسماء وألقاب عائلاتهم التي حملوها لمئات السنين ناهيك عن انتهاكات متعددة من قبل السلطات المحلية وتحت مرأى ممثلية الحكومة المركزية في المجالات الاقتصادية والوظيفية والاجتماعية والثقافية محولين المدينة الى حالة مماثلة لنظام الأبارتهايد المطبق سابقا في جنوب أفريقيا لكن بطريقة لبقة ومموهة .

ولعل الفساد المستشري في المدينة تحت عيون وبتواطئ من السلطات الاسبانية المركزية عبر اطلاق يد المجموعة الحاكمة حاليا في المدينة وسيطرتها على أغلب مرافق المدينة الحساسة اقتصاديا واداريا وتشريعيا ماسهل عمليات الفساد ونهب المال العام أمام صمت مواطنيها المطبق

حيث تسيطر بالكامل على سير القوانين الادارية والتشريعية وتتحكم بالكامل في الادارة القضائية بحيث تجعل من شبه المستحيل مقاضاة العصبة الحاكمة في المدينة بل وتجعل من المستحيل مقاضاة هؤلاء بجرائم الفساد التي تحدث يوميا في المدينة حيث تستشري سرقة المال العام عبر مشاريع وهمية بعد تضخيم نفقاتها وميزانياتها المتكررة واعادة انجاز مشاريع أنجزت سابقا ورشوة أصحاب الشركات الانشائية لتضخيكم فواتير والأعمال بحيث يضيع أكثر من 35 بالمائة من ميزانيات الدولة والاتحاد الأوربي الموجهة لتحسين مرافق المدينة وايجاد فرص عمل الى حسابات خاصة لهؤلاء المتنفذين ولعل أحد الأمثلة على هو ماتكلفه بناء أحد الأبنية الحكومية

حيث استنزف البناء المذكور وهو بناء عادي تنفذه الادارة المحلية لمدينة سبتة مؤلف من ثلاث أقسام أكثر من 41 مليون يورو بحسب الرواية الرسمية و70 مليون يورو بحسب المتابعين لسيرة الفساد في المدينة وهو بناء يرفض الانتهاء حيث تستمر الأعمال منذ عام 2002 ولحد اللحظة لتبرير النفقات الباهظة التي تجعل منه البناء الأغلى على مستوى القارة الأفريقية بل وعلى مستوى العالم الن قورنت كلفته الحقيقية بماتكلف بناؤه الى حد اللحظة.

المثال السابق هو نقطة في بحر الفساد والاستفساد الذي تمارسه العصبة الحاكمة في مدينة سبتة بل وتمتد اليد المفسدة الى حد تهديد وملاحقة أي مواطن يتجرا على انتقاد هذا الفساد أو حتى من يلجأ للقضاء للمطالبة بحقوقه أمام العصبة المفسدة المتحكمة في المدينة.

حيث يبلغ عدد الموظفين المحليين والحكوميين في المدينة 47 بالمائة من عدد السكان وهؤلاء يخشون أن يتم طردهم في حال الموظفين المؤقتين أو نقلهم الى خارج المدينة بالنسبة للمثبتين منهم حيث سيفقدون الميزات الاقتصادية والضريبية التي تتمتع بها المدينة وعليه فان هؤلاء يلتزمون بالصمت المطبق حيال الانتهاكات اليومية لحقوق الانسان في المدينة.

ناهيك عن أن ماتبقى من ساكني المدينة وأغلبهم من المواطنين من أصول عربية مغربية كانوا يعملون في المجال التجاري الشرعي ونسبته محدودة والغير شرعي وبخاصة التهريب وتجارة المخدرات وهذه قد انخفض ريعها بشكل كبير نتيجة للحملات المغربية ضد هذه التجارة ونتيجة الأزمة الاقتصادية العالمية ناهيك عن أن العديد من الاسر ذات الأصول العربية لديها أفراد من المحكومين السابقين أو الحاليين في الاتجار في المخدرات مايجعل من امكانية سكوتها ورضوخها للأمر الواقع أمرا مفروغا منه نتيجة لخشيتها على أفراد عائلاتها المحكومين أو من ذوي السوابق حيث يمكن مقاضاة وجرجرة هؤلاء أمام القضاء ان خرج أحد أفراد عائلاتهم عن صمته.

سياسة الصمت والاسكات الممنهجة والمطبقة في المدينةهي سياسة نالت وتحاول النيل من كل من تسول له نفسه فضح تلك الانتهاكات الصارخة لأبسط حقوق الانسان أو التذمر من حالة الفساد الاداري والاقتصادي في المدينة.

ولعل قضية التحرش الجنسي التي كانت بطلها رئيس الحزب الشعبي الحاكم في سبتة ورئيس المجموعة الحاكمة المذكورة بدرو غورديو

بالمواطنة من أصل مغربي زينب أحمد والتي تم استخدامها في مابعد بشكل غير مباشر للاطاحة برئيس المجموعة الحاكمة من قبل نائبه وصديقه القديم حاكم مدينة سبتة الحالي خوان فيفاس

هي مثال واضح على انتهاك أبسط الشرائع والحقوق الانسانية حيث تم استغلال حاجة المواطنة المذكورة للعمل والمسكن للتحرش بها جنسيا من قبل بدرو غورديو حيث اعطيت وعودا كاذبة بالعمل والمسكن ومبلغ مالي مغر مقابل خدمات جنسية بينما استغل أعوانه وعلى رأسهم نائبه وحاكم مدينة سبتة الحالي ظروف العلاقة المذكورة للاطاحة برئيسه ورئيس الحزب الشعربي بشكل انقلاب أبيض شرط أن لايطيح بالمجموعة الحاكمة عبر اعترافات وتصريحات قد تكشف ماهو خفي من ممارسات وفساد وانتهاكات وصلت الى حدود غير مسبوقة حتى في أكثر بلدان العالم الثالث المشهورة بالفساد أو مايسمى بجمهوريات البنانا.

ولعل اغلاق أقدم مركز طبي لاستصدار الشهادات الطبية في مدينة سبتة واسمه

لأن مديره التنفيذي وهو طبيب مسلم قام بشكوى على بلدية سبتة نتيجة لمنحها ترخيصا غير شرعيا لأحدى شركات البناء التي تعيث فسادا في المدينة حيث قامت هذه الأخيرة باهداء مركزجديد للحزب الشعبي الحاكم في سبتة مقابل صمت بلدية سبتة على انتهاكات وتجاوزات في البناء منتهكة أبسط الحقوق الآدمية في عملية ونوعية المواد المستخدمة في البناء المذكور

اغلاق المركز الطبي لاجبار مديره السوري الأصل نتيجة لفقد عمله على سحب الشكوى المقدمة قضائيا ضد العصبة الحاكمة هي نقطة في بحر الانتهاكات الصارخة لأبسط حقوق الانسان أمام عجز وتجاهل من قبل السلطات الاسبانية المختصة محولة المدينة الى مثال صارخ للأبارتهايد المطبق سابقا في جنوب أفريقيا أيام التمييز العنصري محولا الحكومة الاسبانية الى شريك صامت لانتهاكات حقوق الانسان التي تحصل يوميا في مدينة سبتة ولمدة عقود.

اضافة الى طرد الطبيب الم>كور من نقابة أطباء الأسنان والحامل لشهادة ايطالية في طب الاسنان ويعمل في هذا المجال منذ 22 عاما في انتهاك خطير للقانون الأوربي رقم

2005/36/EC

اضافة الى انتهاك المواد 9.10.11.13 من الميثاق الأوربي لحقوق الانسان

ويضاف الى ماسبق العديد من حالات الانتهاكات الموثقة في مجال الخدمات الطبية والتكتم على الأخطاء الطبية المرتكبة بحق مواطني المدينة من المسلمين من أصول مغربية اضافة الى العديد من التجاوزات والانتهاكات العنصرية في مجالات الاستخدام والتوظيف الرسمي الحكومي والمحلي حيث أعطيت وتعطى الأفضلية

ان حزب السلام في اسبانيا أمام صمت وعجز السلطات الاسبانية المركزية وتجاهلها لمايجري في مدينتي سبتة ومليلية يضع هذا التقرير في يد وتحت تصرف الاتحاد الأوربي والأمم المتحدة وجامعة الدول العربية ومنظمة العالم الاسلامي للتعرف عن كثب على انتهاكات حقوق الانسان الصارخة في المدينة المطبقة من قبل الادارة المحلية للمدينتين.

كما يشكر حزب السلام في اسبانيا الاهتمام المباشر لرئيس الحكومة الاسبانية السيد خوسيه لويس رودريغث تاباتيرو حول اغلاق المركز الطبي المذكور سابقا اضافة للاتصال الهاتفي من قبل مكتب الرئيس الايطالي السيد جورجيو نابوليتانو مستنكرا انتهاك الحقوق الاساسية التي تعرض لها الطبيب المسلم الحامل لشهادة طب الأسنان الايطالية باعتباره تجاوزا صارخا لأبسط حقوق الانسان والحقوق المهنية المصادق عليها في الاتفاقيات الأوربية.

كما يدعو الحزب الحكومة الاسبانية للقيام بدورها في التحقق والتحقيق في تلك الانتهاكات ووضع حد لها واعادة الحقوق لأصحابها لمافيه صالح المواطنين من سكان المدينتين.

يرسل هذا التقرير باللغات الاسبانية والعربية والانكليزية الى جميع من يهمهم الأمر من منظمات وحكومات معنية والى وسائل الاعلام المحلية والدولية لنشره والنظر جديا وبشكل حيادي وشفاف في هذه الانتهاكات التي تتم في وضح النهار وتحت ادارة دولة عضو في الاتحاد الأوربي وموقعة على الميثاق الأساسي لحقوق الانسان كما ترسل نسخة من البلاغ المذكور الى المحكمة الأوربية في ستراسبورغ والمحكمة الدولية في لاهاي.

TO DENOUNCE TO THE EUROPEAN HUMAN RIGHTS COURT THE the continuos violations of human rights in the Spanish city of Ceuta

The city of Ceuta which surrounded by Morocco and a half of its 70.000 inhabitants are Muslim Arabic Moroccan descendant who obtained the Spanish Citizenship since 1986 after the immigrants regulation low following the entrance of Spain in the EU.

The problem here that since then there are many of Human rights violations can observe till now in the City

1- The no recognition of the Arabic language as official second language with the Spanish actually in use in an amazing situation if we consider that the Arabic languages is officially used in all surrounding territories till India which is the extension of the Arabic world as the same the whole southern part of the Mediterranean to which belong the city geographically.

2- the forced changing of inhabitants surnames (family names) as they were substituted by the father and grandfather names as the 2 surnames used habitually in the Spanish ID in the immigration law 1986 after the entrance of Spain in the EU

so all Muslim Moroccan descendant inhabitants has a now different family names from their original one which consist only of the name of the father or the paternal grandfather.

The human rights violations did not stop at this point.

The sexual harassment of the Muslim Moroccan divorced and mother of 2 kids SINEB AHMED by the president of the local branch of the Popular Party actually in power in Ceuta PEDRO GORDILLO who used his power offering the poor women a fantasy promises of officially protected house and job to obtain his sexual goals.

the relation between Gordillo and Sineb was used perfectly by his successor and actual Meyer of the City JUAN VIVAS to remove his old friend Gordillo from power in an white end surgical internal power cup over but without any revelation of any of internal huge corruption issues that involve the entire COPULA of the PP party lobby in more than one decade corruption and power abuse by inflate urabanistic budgets and spending with billions of Euros destinated by the Spanish government and the EU (FEDER FUNDS) .

A city where justice and many national services and departments are totally infiltrated by the PP lobby that rule the city which lead to a total silence of the entire population in an intimidatory manner by using the justice again any citizen who may think that can change any thing in the corrupting status of the City

even if any one try to denounce complaining the situation the justice palace is totally infiltrated and managed by friends and collaborators who transfer information related with the case and try to hide or remove the legal procedures which lead normally to its suspension, archiving or including its disappearance.

This is the case of a Spanish ( a muslim Physician qnd Dentist Dr. MURAD MURAD AGHA) who denounced an urbanistic corruption case since 2004 where the PP lobby was involved

The case was arrived via anti corruption prosecutor in June 2009

and was disappeared in December 03 2009

and till now no one know where is the Case file.

but the revenge against the Physician did not wait

they closed his medical centre which is the first of his class and in service since 1986 as they know that this physician work only and exclusively in this centre.

so closing the medical centre will push him to withdraw his legal accusation against the Mafia kind political lobby.

even the suspention of the mentioned Physician and Dentist of his inscription in the local Dental council in a clear violation of the EU directive 2005/36/EC regarding the free movement of Eu professinals within the EU territoties as the mentioned Dentist is a holder of Italian degree in dentistry in a violation to the mentioned Eu directive and the articles 9.10.11.13 of the European human rights court

so the physician and dentist who is the only one today in the modern and developed world that can not work and do his job not because of the lake of job but because the continuous harassment of many administrations mainly sanitary one due to the total infiltration and friendship mafia like lobby.

This is the real situation of the City of Ceuta where the unemployment rate is the highest within the EU which pass the 23% official rate to 40% non official realistic rate

even the Official employment local and governmental which is about the 47% of the active manpower is also the highest in the EU

even the scholastic failure is the highest in Spain and the entire EU

these numbers are true as the tremendous budget to build a mixed cultural and commercial building which coast till now officially 40 billions Euro but non officially estimate the number in 70 billion Euros which convert the building in the most expensive building in the whole African continent and possibly the most expensive in the World when compared with its dimensions and real coast

These human rights violations are consistently practised in the city since the arrival of the PP lobby to power in early nineties of the last century.

The Spanish peace party as complaining and denouncing these continuous human rights violations in the city of Ceuta and due to the Spanish government indifference's toward our continuous complaints we urge the international community ,United Nations,International court of justice,European court of human rights,Euro ombudsman,EU parliament,Arabic League and the Islamic conference to consider these serious and continuous human rights violations and to send international observers to evaluate the human rights violation in the city which is ruled in authentic nostalgically historical and religious mentality of the 15th century instead of the 21th century realistic,tolerant and objective converting this reality when compared with the British administered Gibraltar as the difference between the first and the third world

Many studies done by the EU,THE USA,AND THE SPANISH EL CANO INSTITUTE FOR STRATEGIC STUDIES indicates the lake of transparency and serious manner to induce convivence and tolerance in a so conflictive cities which is converted actually under its negative administration as the Last apartheid in the African continent.

This kinds of the 15th Century inquisition mentality of managing the City of Ceuta converting this city in an authentisc Banana Republic city as an authentic decadent and parasitarian phenomenon.The Spanish Peace party apreciate the direct interes of the Spanish prime minister about the closing of the CEMECO medical center and the interest of Mr. Giorgio Napolitano president of the Italian republic concerning the violation and humiliation of the EU directive 2005/36/EC regarding the Italian academic degree in dentistry omitted by the wild suspention of the Dentist Dr. Murad Murad Agha for political and norrow personal retaliation.
